Seattle Multimodal Terminal at Colman Dock & Mukilteo Multimodal Ferry Terminal
As part of its Project Management Oversight Contractor (PMOC) contract, KKCS is overseeing the total reconstruction of Seattle’s Colman Dock. As part of this assignment KKCS is overseeing the WSF management plans, policies, and procedures during design and construction. KKCS has been reviewing the project’s cost estimates, schedule development, and regular updates. KKCS has also reviewed WSF’s management capabilities and capacity and has made recommendations for improvements. KKCS attended a WSDOT-led cost risk analysis workshop at the 60% design milestone, reviewed the project scope, and commented on the development of a project risk register. KKCS assisted WSDOT in developing risk modeling parameters and assumptions and reviewed the reconciliation process between the Independent Cost Estimate (ICE) and the contractor’s estimate.
Colman Dock – WSF is replacing the aging and seismically vulnerable parts of Colman Dock to maintain its critical role as a regional multi-modal transportation hub. The project does extensive coordination with City and local agencies for the construction, including interface with the Alaska Way Viaduct demolition, and the reconstruction of Alaska Way and the Marion Street Pedestrian bridge. The streetcar and the BRTs will be connections for many of the ferry passengers. The Mukilteo Multimodal Ferry Terminal project includes the construction of a new ferry terminal and demolition of the existing terminal, including both marine and landslide work.
The Mukilteo Multimodal Ferry Terminal project includes the construction of a new ferry terminal and demolition of the existing ferry terminal, including both marine and landslide work. The $190 million new facility will be built near the existing facility. Washington State Ferries (WSF) intends to operate the existing ferry terminal until the agency opens the new facility for revenue service. WSF completed Phase 1 construction to remove the tank farm pier and perform dredging at the new pier location. Phase 2 work includes on-shore construction of three new buildings, toll booths, a trestle to the new pier, as well as parking, storage lanes, access roads, walkaways, car/bus pick-up and drop-off points, and a walkway connection to the Sounder commuter rail station. Phase 2 also includes work in the water for the new ferry dock, trestle support structures, and fishing pier, as well as demolition of the existing terminal facility. Federal funding for the project includes a TIGER 7 Grant.
